Best power adding options

Are there any decent options to add power to the 4.6 that doesn't cost you an arm and a leg to do. I know a few things that I am planning on doing, but it is time to give the bird a little more power, so I wanted to see if we're any options.
 
On a 96-97 PI cams and (real)PI intake. Guaranteed 30 horsepower gain with junkyard sourced parts if accessible. Beyond actual power adding parts, a higher stall torque converter/flexplate from a Mark VIII, 94-04 Mustang GT, P71 Crown Vic or Marauder is an excellent budget upgrade, J-mod on the transmission, and steeper rear gears like 3.73s will utterly transform the driving experience without breaking the bank. You still won’t touch modern muscle cars with it but you’ll beat 90% of the stock classic ones with all those things.
 
Matt has a great write-up of his 4v swap, which is the stage after that. If that's not enough, it gets really expensive! Ron is making 500+ hp on a 2v, so it's possible.
