Had to replace the resistor/module for the SC and instead of getting the Update PN that Rockauto lists at >$200 (RU582) used one just for the 99 Explorer for $25 w/ S&H ( RUC1108) . Though the Dorman or any other for automatic should work.
Connectors are different and the wires on the new one are all BLACK. The good news is the pin out is exactly the same Pin 1-5 all have the same functionality.
This applies to 91-93 MN-12s.

1999 Explorer
Looking at 94-97 its a standardish part that is used by the 97-04 F series but is twice as expensive.
FYI the 89/90 appear to not have EATC.
