My 96's both had the foam bonded piece. The 97 tbird did not.

A little further up over the EEC, yes.

That one mine did have, too. The panel I meant is sort of a downward extension of that, all the way down to the floor. Hold on, I'll get a picture...

Indeed. I was under the assumption that mine had been lost when the previous owner replaced the PCM.
