I don't think it applies throughout the state(plenty of reserviors afterall) but that is the case with the LA basin, the natural aquifers under the city dried up when the army corp of engineers lined the LA river and tributaries with concrete in the 30s

Pretty much .. all of these creeks drain to the ocean.



Our aquifers and resivoirs up here in Northern California .. they are replenished when the snowpack melts ( drinking water comes from Hetch Hetchy resivoir in Yosemite ). My city sits on an aquifer so they have several ponds to keep the water level and land from sinking.
