CCRM going bad?

The car is a 1997 TBird 4.6l all stock.

Having an intermittent engine turns over but no start issue. Checked for spark then fuel pressure first. The spark is working fine but there is zero fuel pressure at the Schroeder valve on the fuel rail. Did a voltage check at the Inertia Fuel Shutoff switch in the trunk and its reading roughly 6.5 volts. Pretty sure the fuel pump needs 12 volts to work.

Is it possible the fuel pump relay in the CCRM is getting worn out and sending half voltage to the IFS? I can feel and hear the relay in the CCRM working when holding it. This car has a lot of mileage on it(338000 miles)..

The battery is fully charged and turns the motor over easily.

luckily ccrms are easy to replace. Un- luckily they go for 50+ dollars on ebay. Not sure if thats normal but when i had to get one about 2 years ago i payed 80$ for one.
 
I had a very similar problem a few years ago, kinda asked about it on the other forum we dont mention, but MY issue was indeed the CCRM. Not an expensive or hard to replace part. I was a parts cannon back then and went straight for a new fuel pump, ECM, inertia switch, and probably more before even trying to diag correctly.

I also bought a rebuilt ccrm when I first started on these cars, it was to deal with my air conditioning.
The ac worked with the new one, but the fuel pump would shut off whenever it felt like it, and I would have to turn it off and restart the car to keep going.
Next one was fine.
