How do you troubleshoot the IRCM?

Here is the schmatic for 93 SC assume most should be similar.

The voltage inverter on Pin 14 has me scratching my head so would that mean Pin 14 receives 12v+, and then the inverter changes it to ground, so that HI and LOW can not be on at the same time?
